test: characterization tests pin every GitHub path before plugins slice 1 (#289) - #291

Plugins slice 0 (design §10). Tests only: 9 characterization test files + 10 golden fixtures, no production code. They pin the exact gh/git argv sequences (reflect.DeepEqual), parsed results and failure paths for intake, listing/selectors, publish + reconciliation states, remote policy, CI evidence, forgesync reads and the Issue-number bounds. Slice 1 must pass them unchanged. |
