Closes #165
The contract subpackage requires omx-contract >= 3.2.0 (spec Requires, debian Depends), and make check-contract-dir installs the contract into a staging directory and runs omx-contract validate over it in ci.yml, red when the command is absent.
Proof: tests/contract_floor.py and tests/ci_guards.py go red when the floor line or the ci.yml step is removed. check-contract-dir itself is exercised by the ci job.
Replaces #217, whose Makefile test line conflicted with main after #213 to #215 merged; the same four commits cherry-picked onto main, both sides' test targets kept.
