The test installs with halcompile into the run-in-place tree, which the user can write, and its skip file already keeps it off installed packages, so the sudo was never needed. tests/README: tests never use root or sudo. Fixes LinuxCNC#4764

The kins-params test installed its checker and the two out of tree templates with
${SUDO} halcompile --install. It runs on a run-in-place tree, where the install goes into the tree's rtlib, which the user can write, and its skip file already keeps it off installed packages, so the sudo was never needed. tests/README: tests never use root or sudo.Fixes #4764
