Spec-creation cadence: monthly themed batches #9637

Medium#19 from the 2026-07-08 audit, re-verified 2026-07-09: new-spec creation has nearly stalled — May 0, June 10, July 0 (vs 27–159/month Dec–Mar). Newest spec: 2026-06-10; last spec merge 2026-06-11 (#8665). The product's "spannend" quality needs fresh subject matter.

Proposal from the audit: a light cadence of one themed batch of 5–10 spec requests per month (June's sports batch was the model). Maintainer picks themes; creation goes through the normal spec-request issue flow (never manual spec files).

Candidate first batch: the content gaps surfaced by search_no_results (backtest equity curve; see catalog-backlog issue) plus a theme of choice.
