Adds a new attached property TabAssist.NavigationButtonStyle so users can change the style of the navigation buttons in the TabControl. Additionally the default style for the button was changed to the MaterialDesignIconForegroundButton

Update ScrollingTabs_NavigationPanel_ScrollsAndBringsSelectedTabIntoView to use earlier tab indices for selection and assertions, matching the updated scrolling and visibility behavior.

The new styling increases the width of the buttons. As a result, the test Should be fixed now. |
Updates the Get/Set methods for `NavigationButtonStyle` to handle null `Style` values and renames the parameter for improved readability.

This PR changes the default style for the navigation buttons in the
TabControlto theMaterialDesignIconForegroundButtonstyle.Additionally an attached property
TabAssist.NavigationButtonStylewas added so users can go back to the old style (or use their own) if they wanted to.The MD3 demo app does not contain a "Tabs" page, so the showcase for the
TabAssist.NavigationButtonStyleproperty has not been added there.
