images: bump Lighthouse v8.3.1, Reth v2.8.0 and monitoring for rc3 - #505

Lighthouse v8.3.1 is a high-priority release replacing trusted certificates after the eMudhra CA compromise. Reth v2.8.0 schedules Amsterdam on Hoodi (26 Oct 17:42:48 UTC), which v2.7.0 lacks. Prometheus v3.15.1 (Go 1.27.3, emSign/AAA distrust), Grafana 13.2.4, Loki 3.7.9 (Go 1.26.10) and Tempo patch releases carry security fixes; Alloy v1.21.1 builds with Go 1.27.3 (its breaking changes don't affect our config, which has no Loki WAL).
