Pin net-ssh gem to 7.3.8 - #326

The 8.0.0 release of net-ssh has a >=3.2.0 dependency on the `openssl` gem. Ruby 3.2 ships version 3.1, so updates past 7.3.z fail to install when `agent-runtime-8.x` is built. Signed-off-by: Charlie Sharpsteen <charlie@overlookinfratech.com>

Is net-ssh just a "puppet device" leftover? Does it make sense to Remove it in openvox 9/10 or update it in openbolt/openvox 9 release? |
