Summary

Related to #11446 — adds the watchdog item from the peripheral utest checklist.

Adds components.drivers.watchdog.smoke:

  • Device find / open
  • RT_DEVICE_CTRL_WDT_SET_TIMEOUT / GET_TIMEOUT
  • START / KEEPALIVE / STOP are off by default (RT_UTEST_WDT_START) so boards that do not support STOP won't reset during CI or first enable

  • QEMU has no WDT device, so functional run was not exercised; needs a board with a real watchdog for runtime verification.

Pattern follows existing pin / spi / rtc utest templates.
