Dependency-change reports now keep same-named npm scopes and Maven groups as separate packages.
Package identity includes the namespace; server order, direct-dependency filtering, true-duplicate handling, and the four change categories stay unchanged.
Builds on #403. Validation: 55 focused identity and URL tests plus scoped Ruff pass.
