Target timely 0.32 from crates.io, and fix rustdoc link errors - #1075

Point the workspace at timely 0.32 on crates.io in place of the git revision. Relax the foldhash pin from `=0.2.0` to `0.2`. Fix intra-doc links that failed under `-D warnings`. Most were in the experimental columnar and int_proxy modules, where links named private items. Two links named paths that do not resolve. Drop the scc example's references to `interactive/` and `diagnostics/`, which do not ship with this crate. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
