ci(release): publish the skill on ClawHub as wirecat-max - #862

The owner chose one naming scheme for every WireCat skill on ClawHub: wirecat-<tool>, under the wirecat publisher. The release's ClawHub step passes an explicit --slug; the skill folder and the name that `skill install` writes stay max-cli. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
