Workspace-scope zoo-code.allowedCommands / zoo-code.deniedCommands entries were never enforced, and saving the auto-approve settings dialog copied project-scoped entries into user-global settings. Three leak paths caused this; each gets a targeted fix:
Read/enforcement.ClineProvider.getState() read only extension global state, so a workspace-only allow-list had no effect on command auto-approval. New src/core/auto-approval/commandScope.ts provides readCommandListScopes(), which unions the global-state layer with the workspace layer from inspect().workspaceFolderValue ?? workspaceValue. getState() and getStateToPostToWebview() now share this merged value, so enforcement (Task.ask → getCommandDecisionDetailed) and the settings display show the same list and cannot drift. The old mergeCommandLists helper is deleted.
Write/scope leak. Saving the dialog previously flattened the merged list into user-global settings. updateSettings in webviewMessageHandler.ts now uses splitCommandListScopes() and resolveWorkspaceWriteTarget(): existing workspace entries stay in their folder/workspace scope, new entries route to Global, deleted entries are removed from the scope that owned them, and only the global layer is persisted to extension global state.
Activation seed leak. The activation seed read the effective config, which folds in workspace overrides, and permanently copied them into global state. New src/utils/seedAllowedCommands.ts reads inspect().globalValue only; extension.ts calls it.
The PR also removes vestigial allowedCommands/deniedCommands webview message handlers (verified zero senders), their WebviewMessage union members, and the orphaned commands payload in packages/types.
Reviewers should note one deliberate exception: createTask still writes command lists to the Global scope. That path carries "start this task with exactly this auto-approval policy" semantics (handoff/delegation payloads), unlike the scope-split persistence in the settings dialog; a comment records this.
tsc clean in src, packages/types, and webview-ui; ESLint clean; src/eslint-suppressions.json unchanged.
To verify manually: set zoo-code.allowedCommands in a workspace .vscode/settings.json, open the auto-approve dialog, and confirm the entry appears, enforcement honors it, and saving the dialog does not add it to user settings.
Pre-Submission Checklist
Issue Linked: This PR is linked to an approved GitHub Issue (see "Related GitHub Issue" above).
Scope: My changes are focused on the linked issue (one major feature/fix per PR).
Self-Review: I reviewed my own code with care.
Testing: New and/or updated tests have been added to cover my changes (if applicable).
Visual Snapshot (UI changes only): No user-visible rendered-state change; the dialog renders the same list values as before. See webview-ui/AGENTS.md → "When a UI change needs a snapshot".
Documentation Impact: I checked if my changes need documentation updates (see "Documentation Updates" section below).
No documentation updates are required. Workspace scoping of these settings is the documented intent the issue describes; the fix makes the product match it.
Additional Notes
ClineProvider.spec.ts run standalone exits 1 on pre-existing EnvironmentTeardownError unhandled rejections while all 179 assertions pass; this reproduces on baseline main and is unrelated to this change.
…oo-Code-Org#1939)
Workspace-scope zoo-code.allowedCommands/deniedCommands settings were never enforced, and saving the auto-approve dialog flattened the merged dialog list into user-global settings, leaking project entries into every workspace. Activation additionally seeded global state from the effective config, permanently copying workspace overrides into global settings.
- Read/enforcement: new src/core/auto-approval/commandScope.ts unions the extension global-state layer with the workspace layer from inspect().workspaceFolderValue ?? workspaceValue; ClineProvider.getState() and getStateToPostToWebview() share the same merged value so enforcement and display cannot drift (old mergeCommandLists deleted).
- Write/scope-leak: splitCommandListScopes() + resolveWorkspaceWriteTarget() keep workspace entries in their folder/workspace scope, route new entries to Global, remove deleted entries from the owning scope, and persist only the global layer to extension global state.
- Activation seed leak: seedAllowedCommands.ts reads inspect().globalValue only, so workspace overrides are no longer folded into (and copied permanently to) global state at activation.
- Dead code: remove vestigial allowedCommands/deniedCommands webview message handlers (zero senders), their WebviewMessage union members, and the orphaned commands payload.

New Features
Allowed and denied command lists can be configured globally, for a workspace, or for a workspace folder. Existing entries stay in their current scope; new entries are saved globally.
Folder-specific settings take precedence over workspace settings. When enabled, workspace entries apply unless a matching global entry takes precedence.
Workspace command lists are disabled by default and can be enabled in user settings.
Existing global allowed commands are preserved; workspace-only values do not populate the global list. Removing an entry removes it from its existing scope.
Command-list changes made while the settings dialog is open are preserved during saves, with externally added entries reported.
Command lists now retain global and workspace scopes across activation, enforcement, state reads, and settings updates. A default-off setting controls whether workspace entries affect effective lists. The settings dialog sends a displayed-list baseline so updates can preserve entries added while it is open.
Adds a default-off workspace command-list setting and helpers to read, split, and compose lists by scope. Global entries shadow matching workspace entries when workspace lists are enabled.
Seed global allowed commands src/utils/seedAllowedCommands.ts, src/extension.ts, src/utils/__tests__/seedAllowedCommands.spec.ts, src/__tests__/extension.spec.ts
Activation seeds global state from global configuration, or the declared default when workspace values are absent. Existing global state is preserved.
Resolve lists for state and enforcement src/core/auto-approval/index.ts, src/core/webview/ClineProvider.ts, src/core/webview/__tests__/ClineProvider.spec.ts
State reads expose effective lists and raw global lists. Auto-approval resolves lists for the task folder.
Preserve scopes during settings updates packages/types/src/vscode-extension-host.ts, src/core/webview/webviewMessageHandler.ts, src/core/webview/__tests__/webviewMessageHandler.spec.ts, webview-ui/src/components/settings/SettingsView.tsx, webview-ui/src/components/settings/__tests__/*
Settings updates preserve existing workspace entries, write workspace values before global values, and store only global lists in extension state. The dialog sends its displayed lists as a baseline.

Full details: Description check
Explanation
The description is mostly complete, but key details need correction. Workspace lists are disabled by default, global entries can shadow them, and enforcement can use a different folder from the dialog. The manual test must enable workspace command lists. Seeding can also use the declared default under certain conditions.
Full details: Lifecycle Resource Cleanup
Explanation
No changed path was found that leaks a resource or duplicates work after cancellation, disposal, or restart. The new SettingsView effect only updates state, and the activation change awaits a settings seed.
Full details: Linked Issues check
Explanation
[#1939] Scope-split saves and activation seeding address settings leakage. Tests cover those paths. However, workspaceCommandListsEnabled defaults to false, so workspace lists do not affect enforcement by default. Even when enabled, resolveEffectiveCommandLists removes workspace entries shadowed by global entries. For example, a global allow for git removes a workspace deny for git, instead of letting the equal-length deny win. This violates the required union and matching rules.
Resolution
Remove the default-off gate and global shadowing. Pass the union of global and workspace lists to the existing longest-prefix matcher. Add tests for default enforcement and cross-scope conflicts.
Full details: Out of Scope Changes check
Explanation
[#1939] The new workspaceCommandListsEnabled setting and global shadowing policy introduce an opt-in requirement and global precedence. Both contradict the requested workspace policy. Their schema, localization, and policy tests support that unrelated behavior. Scope-split persistence, activation seeding, and related tests support the issue.
Resolution
Remove the opt-in setting and global shadowing policy, including their supporting schema, localization, and policy tests. Keep the issue-focused scope and persistence changes.
Full details: Security Boundaries
Explanation
The prior failure remains. With workspace lists enabled, a global allow of git removes a workspace deny of git push in src/core/auto-approval/commandScope.ts:280-288. checkAutoApproval then approves git push origin using the remaining allow entry (src/core/auto-approval/index.ts:322-344). The new test at src/core/auto-approval/__tests__/commandScope.spec.ts:438-447 confirms the deny is removed. This bypasses the workspace deny rule instead of applying the issue's longest-prefix matching contract.
Resolution
Retain workspace deny entries when a global allow matches their prefix. Apply the existing longest-prefix matcher to both layers, update hidden-entry handling, and add a regression test that denies git push origin for this configuration.
Full details: Persistence Integrity
Explanation
The prior failure remains unresolved. In webviewMessageHandler.ts:917-968,1054-1068, the new save path writes workspace and global configuration before extension state. If the state write rejects, it leaves both configuration writes in place. The new catch reports an error but leaves failed false; the base handler propagated the rejection. ClineProvider.ts:3472-3475 reads the global command layer from extension state, not the updated global configuration, so a newly saved deny entry can be absent from enforcement. When a request ID is present, the handler also reports success. The added test at webviewMessageHandler.spec.ts:2600-2622 confirms the uncorrected partial save.
Resolution
Capture the prior workspace configuration, global configuration, and extension-state values. If a later write fails, restore the earlier values or use an equivalent compensated commit order. Report compensation failures and return a failed save result. Keep unsaved edits available for retry. Add a test that rejects the state write after configuration writes and verifies restoration and failure reporting.
Full details: Regression Evidence
Explanation
The prior coverage gap remains. The new commandListFolderForResource() handles a missing or empty cwd and lookup exceptions, but no focused tests cover those branches. checkAutoApproval() uses this result to select the command policy. commandScope.spec.ts:563-583 covers an unmatched root and its first-folder fallback, but not a blank cwd or a lookup exception.
Resolution
Add focused tests for missing and empty cwd and a getWorkspaceFolder() exception. Verify that each returns undefined and that enforcement uses the first-folder policy. Retain the existing unmatched-root fallback test.

… review (Zoo-Code-Org#1939)
- Rewind the workspace-layer command-list write when the global-layer write
fails: the raw previous value is captured before saving, the failed key
skips its extension global-state update while the other keys still save,
and a failed rewind is reported alongside the original error.
- Read and write the command lists through one configuration object scoped
to the first workspace folder, so workspace-folder targets are legal and
resolve against the right folder's settings (the VS Code API rejects
folder-targeted updates on an unscoped configuration).
- Narrow the try/catch around configuration lookups so a failed lookup
stays distinct from an absent value; behavior is unchanged, the guarded
failure mode is now testable.
- Add regression tests for the compensation path, the scoped reads and
writes, and the seed guard; tighten comments.

src/core/webview/webviewMessageHandler.ts:770-780 🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win
Abort the command-list save when the ownership snapshot is unavailable.
When both scope inspections return undefined, readCommandListScopes treats the workspace layer as empty and resolveWorkspaceWriteTarget returns undefined. A retained workspace command then enters globalWrite, the workspace write is skipped, and the handler still performs the Global update.
The rollback capture does not prevent this path. It runs after the split and only restores a workspace write after a later Global-write failure. Use one validated inspection snapshot for the split, target selection, and rollback. Abort this key's save when that snapshot is unavailable.

…Code-Org#1939)
Saving an allowed/denied command list now inspects the configuration once
per key and derives the workspace layer, the rollback value and the write
target from that one snapshot, instead of three reads that could disagree.
When the inspection is unavailable the key is skipped with a visible error
and nothing is written for it, which also removes a path where a
workspace-only entry could be re-copied into user settings; the other keys
of the same save still persist. Regression tests cover the single-read
invariant and both abort cases.
…g#1939)
Fresh installs keep the built-in git command defaults again: with no
user, workspace, or folder value set, the declared default list is
seeded into global state. A workspace or folder override still wins and
nothing is written over it. Scope layers are read through the
folder-aware settings lookup shared with the command-list paths.
Add or strengthen a focused test that fails under the mutation. If the mutant is equivalent, request maintainer approval for the narrowest mutator-specific exclusion and explain why it cannot change behavior:

Remove the default-off workspace gate, or make workspace layers active by

scopes.

- Security Boundaries:
Do not remove a workspace deny entry because a global allow entry matches its
prefix. Retain both layers and let the existing longest-prefix matcher apply
deny precedence for equal or longer deny matches. Update hidden-entry handling
and add a regression test proving global `allowedCommands: ["git"]` plus
workspace `deniedCommands: ["git push"]` returns `auto_deny` for `git push

- Persistence Integrity:
Make command-list persistence atomic across configuration and extension state.
Capture the raw prior workspace value, raw prior global configuration value, and
prior extension-state value before writing. If `contextProxy.setValue` fails
after configuration writes, restore both configuration targets and restore the
extension-state cache/storage, or use an equivalent commit order with
compensation for every later failure. Report compensation failures as
partial-save failures, set the save result to failure, and add a test where
configuration writes succeed but the extension-state write rejects and all prior
values are restored.

Workspace command-list entries hidden from the settings dialog - by the
default-off workspace gate or by a shadowing entry in the opposite list -
were classified as added outside the dialog, so every save showed a false
"settings file changed" warning naming them. Compute the hidden-entry set
before classifying external additions and keep those entries out of the
warning; the save keeps preserving them in the workspace layer unchanged.

Preserve the longest-prefix decision across scopes.
With workspaceCommandListsEnabled enabled, a global allow such as git removes a longer workspace deny such as git push before getCommandDecisionDetailed runs. The command git push origin can therefore be auto-approved, although the longer deny prefix must win under the existing matching contract. Do not shadow workspace entries by global entries; pass the union of both layers to the matcher.

Failed pre-merge checks:
- Linked Issues check:
Remove the default-off gate and global shadowing. Pass the union of global and
workspace lists to the existing longest-prefix matcher. Add tests for default
enforcement and cross-scope conflicts.
- Out of Scope Changes check:
Remove the opt-in setting and global shadowing policy, including their
supporting schema, localization, and policy tests. Keep the issue-focused scope
and persistence changes.
- Regression Evidence:
Add focused tests for missing and empty `cwd` and a `getWorkspaceFolder()`
exception. Verify that each returns `undefined` and that enforcement uses the
first-folder policy. Retain the existing unmatched-root fallback test.
- Security Boundaries:
Retain workspace deny entries when a global allow matches their prefix. Apply
the existing longest-prefix matcher to both layers, update hidden-entry
handling, and add a regression test that denies `git push origin` for this
configuration.
- Persistence Integrity:
Capture the prior workspace configuration, global configuration, and
extension-state values. If a later write fails, restore the earlier values or
use an equivalent compensated commit order. Report compensation failures and
return a failed save result. Keep unsaved edits available for retry. Add a test
that rejects the state write after configuration writes and verifies restoration
and failure reporting.

Learning: In Zoo-Code, command approval intentionally composes extension global-state entries and workspace entries as a set union through readCommandListScopes in src/core/auto-approval/commandScope.ts. A workspace list, including an empty list, does not replace or clear global entries. The matcher in src/core/auto-approval/commands.ts ignores entry scope: the longest matching prefix wins, and deny wins equal-length conflicts. Do not apply VS Code array-replacement semantics to this enforcement union.
This behavior is intentional. User-level entries take precedence over project-level ones by design, per the maintainer's decision for this feature. A broader user entry covering a longer project entry is the agreed semantics, not an oversight. A user who allows a command family at user level keeps that allowance; project files cannot narrow it silently. Narrowing happens by editing the user-level list. The alternative, longest match winning across scopes, was considered and rejected in favor of this precedence rule.
For best results, initiate chat on the files or code changes.
@DaubnerF, I understand the intended policy: a matching user-level entry takes precedence over a project-level entry, even when the project entry is longer. A project deny therefore does not narrow a broader user allow. I withdraw the objection to that precedence rule.
This differs from the earlier interpretation of #1939. The saved precedence-based findings should be reassessed against your clarification.
The saved pre-merge gate is still blocking, and its results have not been verified on the current revision. Your clarification does not address two separate checks:
Whether the default-off workspace-list setting is intended.
Whether a failed extension-state write can leave configuration and enforcement out of sync while reporting success.

With the gate off, if the user adds an entry that already sits in the workspace layer as a hidden entry, known in splitCommandListScopes treats it as existing. It then never reaches Global, so the save succeeds but the effective list lacks it. Should this pass currentScopes.workspace minus hiddenWorkspaceEntries? The re-add below would still preserve the hidden ones.

globalAllowedCommands and globalDeniedCommands are the only feed for per-folder enforcement in checkAutoApproval. I could not find a ClineProvider spec that asserts them. If they were dropped, would any test fail, or would enforcement quietly fall back to the first-folder pair? A test with a workspace layer that differs from the global one would pin this.

This relies on ?? so that an explicit globalValue: [] stays empty. Is there a test for that case, with a populated defaultValue? If the ?? became ||, a user who cleared their allowlist would get the defaults back, and I could not find a test that would catch it.
When a settings save submitted an entry that sits in the workspace layer
but is hidden from the settings dialog - by the default-off workspace
gate or by a shadowing entry in the opposite list - the code that splits
entries between the global and workspace writes treated it as already
known, so the save succeeded while the entry stayed unenforced. The
save path now excludes hidden entries from the workspace layer it
passes to the split, so a re-added hidden entry is promoted to the
global write, while the existing re-add keeps it in the workspace
layer. Two save-path tests pin the promotion for both hide reasons.
Tests also pin the raw global command lists surfaced to the extension
host when the workspace layer differs, and that an explicitly empty
stored list seeds empty instead of the defaults.

Description
Workspace-scope
zoo-code.allowedCommands/zoo-code.deniedCommandsentries were never enforced, and saving the auto-approve settings dialog copied project-scoped entries into user-global settings. Three leak paths caused this; each gets a targeted fix:ClineProvider.getState()read only extension global state, so a workspace-only allow-list had no effect on command auto-approval. Newsrc/core/auto-approval/commandScope.tsprovidesreadCommandListScopes(), which unions the global-state layer with the workspace layer frominspect().workspaceFolderValue ?? workspaceValue.getState()andgetStateToPostToWebview()now share this merged value, so enforcement (Task.ask→getCommandDecisionDetailed) and the settings display show the same list and cannot drift. The oldmergeCommandListshelper is deleted.updateSettingsinwebviewMessageHandler.tsnow usessplitCommandListScopes()andresolveWorkspaceWriteTarget(): existing workspace entries stay in their folder/workspace scope, new entries route to Global, deleted entries are removed from the scope that owned them, and only the global layer is persisted to extension global state.src/utils/seedAllowedCommands.tsreadsinspect().globalValueonly;extension.tscalls it.The PR also removes vestigial
allowedCommands/deniedCommandswebview message handlers (verified zero senders), theirWebviewMessageunion members, and the orphanedcommandspayload inpackages/types.Reviewers should note one deliberate exception:
createTaskstill writes command lists to the Global scope. That path carries "start this task with exactly this auto-approval policy" semantics (handoff/delegation payloads), unlike the scope-split persistence in the settings dialog; a comment records this.Test Procedure
