docs-bug(dialog): anchored links are behind document sections #34038

If you load https://material.angular.dev/components/dialog/overview#keyboard-interaction
And then use your browser to trigger a load for the url again (to make sure it scrolls to the anchor), you'll see:

Section headings (or really anything else that's an anchor) should be visible when a link takes you to the anchor, not hidden behind overlays.

I'm not sure of the policy, but I'm definitely not working on it (and, obviously, would like to see it fixed).
