Fixes the exponential backoff calculation in VerifyReplicationRecompareRunnable by replacing an incorrect XOR operation with proper exponentiation (HBASE-30486).

Changes:

• Replace 2 ^ exponent (bitwise XOR) with Math.pow(2, exponent) for backoff computation
