What changes were proposed in this pull request?
Add process-wide counters for FSFT manifest file read and write attempts, including failures, through MetricsIO. Listing, deletion and filesystem-internal retries are excluded.
Why are the changes needed?
FSFT manifest accesses currently have no dedicated metrics. These counters expose metadata I/O and help evaluate future caching or batching improvements.
