  • Declares NovaWin_LookupAccountName(), a wrapper around LookupAccountName() that doesn't log or filter on account type. It returns ERROR_SUCCESS or the Win32 error code, so callers apply their own type and logging rules.
  • Adds NovaWin_IsAccountNotFound(), which tells whether an error code means the name doesn't exist (ERROR_NONE_MAPPED or ERROR_NO_SUCH_USER).
  • Implemented in enterprise. Nothing in core calls it yet, so this can be merged before the enterprise PR.
  • Groundwork for the upcoming user_added / user_removed cf-reactor events.

A non-logging, non-filtering wrapper around LookupAccountName(),
implemented in enterprise. Lets callers apply their own account type
and logging rules.

Also added NovaWin_IsAccountNotFound(). It tells whether an error code
from NovaWin_LookupAccountName() means the name does not exist.
