WIP. Not exported.OAuthConsent is not exported from @clerk/mosaic and is marked wip in swingset. This merges the work so far so we can keep iterating on main. It is not ready for use.
Adds a Mosaic OAuthConsent component, migrated from packages/ui/src/components/OAuthConsent/.
Split into model / controller / view under packages/mosaic/src/features/oauth-consent/.
Props oauthClientId, scope and redirectUrl fall back to the client_id, scope and redirect_uri URL params.
Allow / Deny submit as a native form POST.
The redirect URL dialog shows the full URL in a read-only input.
While consent loads, a standalone OAuthConsentSkeleton renders. Each sentence that contains fetched data (the OAuth app name or the redirect domain) becomes one text bar, and the scopes and the org select (when user:org:read is requested) become bones. Known text stays real and the buttons are disabled.
The view supports per-scope checkboxes via an optional scopeSelection prop, and "all / selected" organization access via an optional organizationSelection prop. The controller passes neither yet, so production renders the plain scope list and a single org select. Swingset shows both.
fill now drops {#tag}, {/tag} and {#tag/} markers and keeps the text inside them, so a rich message can be used as plain text.
getRedirectDisplay moves from @clerk/ui to @clerk/shared/internal/clerk-js/oauthConsent so both packages share it.
Raises the @clerk/uiui-common bundlewatch limit from 139KB to 140KB. Every module outside /components lands in ui-common, so the moved helper now ships there instead of the lazy oauthConsent chunk, which puts ui-common_ui_90736e at 139.1KB gzip.
Open questions before this ships:
What unchecking a scope should submit, and which scopes count as "Required".
What "Switch account" does (not built).
Header logos are left out for now.

Walkthrough
Adds an OAuth consent component with model states, consent data loading, scope and organization controls, and allow or deny actions. Adds loading and error displays, localization, feature tests, and Swingset stories and documentation. Moves redirect-domain formatting from UI utilities to shared code. Updates localization message filling to remove rich-message markers.
clerk/javascript#10437: Changes testing-token routing for OAuth consent paths and /oauth/authorize/continue; this PR adds consent submission and redirect handling.

Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Limit submit interception to the consent story.
While an OAuth consent story is mounted, this document-level listener calls preventDefault() for every form submission on the page. Another Swingset form cannot submit during that time. Attach the mock handler to the story’s form instead. (raw.githubusercontent.com)

Add test coverage for the inline text branch in Skeleton.
Skeleton now accepts inline, and the text branch applies styles.inline when it is set. The existing test file has no case for inline, so this new behavior is not exercised. The repository requires unit tests for new functionality, and the inline change modifies existing behavior, so the gap violates that requirement. Add a React Testing Library case that renders <Skeleton inline> with text children. Also add a case that confirms non-text children keep the block styles when inline is set.

The form forwards raw URL parameters, so the posted values can differ from the values the user approves.
oauthClientId, scope and redirectUrl (Lines 26-28) let props override the URL. forwardedParams at Line 68 always copies the raw URL query. The view renders these as hidden inputs in the same POST as the consent decision.
Two cases follow:
If a prop overrides a URL value, the form posts the stale URL value. The test prefers props over the URL shows this. The screen shows scope=profile and the prop redirectUrl. The form posts scope=email and the URL's redirect_uri and client_id.
If a prop supplies a value and the URL has none, the form omits that parameter.
The consent decision can therefore apply to a different scope or redirect URI than the one displayed. The custom-consent-page docs require the OAuth parameters to be preserved on the POST.
Build the forwarded list from the URL, then replace client_id, scope and redirect_uri with the resolved values. Add a feature test that asserts the submitted values when props override the URL.

Export OAuthConsent from the Mosaic styles barrel.
The Mosaic CSS build only follows src/styles/index.ts. The new component is not exported there, so its StyleX rules are absent from the published @clerk/mosaic/styles.css.
Swingset scans Mosaic source and enables runtime injection only for its development workflow. That exception does not affect the supported package CSS build.
