chore: unify workflow titles and share issue templates org-wide - #68

Conversation
- Run pre-commit -> pre-commit, Mark stale issues and pull requests -> Stale, so titles match the file names as in the other repositories. - PR Labeler: one concurrency group per pull request. Callers use pull_request_target, where github.ref is the base branch, so labelling one pull request cancelled the run for another. - Commit Check runs action v2.18.0 (was v2.17.1). - Bug report and feature request templates move here from the CLI, worded for every project, plus links to Discussions and the docs. - Profile: pre-commit example at v2.19.0 (was v2.13.4); Conventional Branch link points at conventionalbranch.org. - Dependabot: monthly, chore(deps) subjects, as everywhere else. - Drop the root CODEOWNERS; GitHub reads .github/CODEOWNERS first, and the two were identical. LICENSE holder written the same way everywhere.

Before: the reusable workflows were titled
Run pre-commitandMark stale issues and pull requests, the org profile's quick start pinned commit-checkv2.13.4, only the CLI repository had issue templates, and labelling one pull request could cancel the labeller run of another. After: titles match file names (
pre-commit,Stale), the profile showsv2.19.1, and every repository without its own templates gets the same bug report and feature request forms plus links to Discussions and the docs.Part of one convention applied to every commit-check repository: kebab-case
.ymlfile names, Title Casename:matching the file, the same name for the same job everywhere. How:
pr-labeler.yml: concurrency group keyed on the pull request number. Callers usepull_request_target, wheregithub.refis the base branch, so all pull requests shared one group.commit-check.yml: action v2.17.1 -> v2.18.0 (SHA-pinned)..github/ISSUE_TEMPLATE/: templates from commit-check/commit-check, reworded for every project. Merge this before the commit-check PR, which deletes its copies.chore(deps)subjects; rootCODEOWNERSremoved (identical to.github/CODEOWNERS, which GitHub reads first); LICENSE holder written as in the other repositories.
