Tests may be missing

The tests are now Gherkin feature files (tests/*.feature): Background,
Scenario with Given/When/Then steps, Scenario Outline with Examples
instead of the test matrix, and tags for id, ticket, test projects,
editions and disabled. The generated scripts are kept next to each
feature file in NAME.scripts.json, keyed by test id.

testfile.py parses and writes the feature files (round trip is exact)
and converts older JSON and markdown test files. The web editor, gen.py,
run.py and the handbook are updated for the new format.

Test files, Test projects and Results are shown in group boxes. The
Import .md button is removed, testfile.py convert imports old files.

The handbook says that the manual tests are written in Gherkin and has
a chapter about it: keywords, tags, how to write good steps and the
differences from Cucumber.
