Ports the management and vehicle form translations to the current Fleet-Ops version, including English and Panamanian Spanish labels. Updates empty states and fuel-transaction labels while preserving the current table layouts and actions.
Validation: template lint, ESLint, translation lint, YAML validation, and local console Docker build.
