This change makes CI use the devenv setup. CI and the dev shell now use the same Node.js and pnpm versions.

devenvCachix cache has prebuilt packages, so the dev shell builds faster.devenv test. It builds the dev shell and runs all git hooks on all files. CI now also checks the Prettier format, spelling, secrets,.editorconfigand the workflows.pnpm/action-setupandactions/setup-node. CI used Node.js 22, but the dev shell uses Node.js 24.
