Mitigates the emSign certificate trust concerns tracked in https://github.com/github/vuln-mgmt-analyst/issues/966.
Changes
certifi 2026.7.22 -> 2026.10.19 (requirements.txt, requirements-dev.txt)
Why
Upstream Go (1.26.10 / 1.27.3) blocks the affected emSign intermediates, and certifi 2026.10.18+ removes the emSign ECC Root CA - G3 trust (2026.10.19 restores the unaffected roots). Rebuild and redeploy to pick up the fix.
Validation
Go modules build with go1.26.10; uv lockfiles pass
uv lock --check. Rely on CI for the full test suite.
