Ubuntu since 26.04 no longer packages Apache Traffic Server, so we have to build it ourselves now.

This PR also fixes Squid's configuration, because Ubuntu ships default rules that prevent access via Podman's 169.254.x.x bridge. This was causing all tests to fail with 403 errors.

Thanks! Could both --platform=linux/amd64 pins go? The ATS build's tar step fails under amd64 emulation on Apple Silicon ("Function not implemented"); native arm64 works.

Done. I don't know why they were there to begin with, but I don't have a Mac so I was scared to take them out.

Thanks for dropping the pins. ATS looks good, but Squid regresses. With the replacement squid.conf, five runs differed from results/squid.json by 4-7 tests, always including freshness-max-age. The original conf.d setup had zero differences in three runs.

Could you keep it in conf.d and disable Ubuntu's rules instead?

RUN sed -i -E 's/^(http_access deny to_(localhost|linklocal))/#\1/' /etc/squid/squid.conf

That gives 1, 0, 0 differences.
