proofs: require full Agda safe/cubical-compatible mode in dogfood and meta-checker - #454
Changes just proofs-agda, scripts/test-proofs.sh and the Agda meta-checker workflow to invoke agda --safe --without-K --cubical-compatible. Also makes meta-checker workflow configuration changes trigger the substantive PR check and removes an unconditional 'all properties verified' echo in favour of a narrower status. CI must verify dependency compatibility; no success claimed here. Coq/Lean corpus remains independently gated.

Agda proof checks now run with safe, without-K and cubical-compatible options.
Pull requests that change the Agda metadata-checking workflow are now included in the relevant checks.
Check output identifies the enabled options and notes that proof assumptions require a separate audit.
Agda checks now use --safe, --without-K and --cubical-compatible in the workflow, Justfile recipe and proof test script. The workflow path pattern also matches edits to the workflow file.

Summary
Apply Agda check options across CI and local commands .github/workflows/agda-meta-checker.yml, Justfile, scripts/test-proofs.sh
The Agda check commands use --safe, --without-K and --cubical-compatible. The workflow path pattern includes the workflow file, and its success message names the options and notes that proof assumptions require a separate audit.
Older local Agda installations can make the proof check fail; enforce the required minimum version before merging.

Reject Agda versions older than 2.6.3 before the proof loop.
--cubical-compatible requires Agda 2.6.3 or later. The local script checks only that an agda executable exists. It does not check its version. With an older Agda, each proof file runs the unsupported option, and the script reports only [FAIL] because the Agda output is discarded.

…ceipts (#1386)
Implements #1383 with a **verified GitHub-signed** commit
`9e35feb155f6b4bd2f6066aa19faebc62d67fd7c` without weakening
required-signature protection.
Adds:
- The default first-party Agda command `agda --safe --without-K
--cubical-compatible` (compatibility is not full `--cubical`).
- Independent Lean/Rocq statement and assumption comparisons, explicit
theorem and provenance receipts, and separate `BRIDGE-PENDING` versus
`RECONCILED` statuses.
- Evidence-first migration that preserves existing Idris2 and
engineering proof gates, and treats Mathesis/ECHIDNA as cataloguing and
future automation rather than new dependencies of independent projects.
**Observed CI at head (2026-11-01):** 20 checks succeeded before
remaining jobs completed; the `Governance / Validate Hypatia Baseline`
job failed with real findings, including `ncl_k9_missing_pedigree` and a
`git_state/GS001` finding. These must be triaged under the existing
baseline policy; do not suppress them or infer they are caused by the
edited proof-policy document. Other jobs were still running when this
was recorded. **Do not merge as all-green.**
Related implementation: hyperpolymath/mathesis#10 merged with green
Agda/lock/test evidence; hyperpolymath/echidna#454, vcl-ut#137,
kategoria#78 and nextgen-typing#129 remain separately open.
**Event-chain decision:** Observe the exact failing job and baseline
revision → identify whether the findings predate this change → validate
baseline/real source evidence → decide on a bounded repair or explicit
tracked debt without bypass → rerun and verify before merge.
