LocalStack checks the build container about 10 seconds after a build starts. If the image is still downloading, the check fails with 'Container not yet started', the build stays IN_PROGRESS and the pipeline never finishes. Claude-Session: https://claude.ai/code/session_01DZfDmzUBPqNAu3yFKyfCNM

The repo had no CI, and

On failure it prints the pipeline state, CodeBuild phases and LocalStack logs.LocalStack bug found along the way: about 10 seconds after a build starts, CodeBuild checks the build container. If the image (16.7 GB) is still downloading, the check fails with
ContainerStateError: Container not yet started, nothing retries it, and the build staysIN_PROGRESSforever. Pulling the images first avoids it.Verified by CI.
