Descriptor pkgs/mwrap/libvpx.lua (form A, the immutable mwrap-1.17.0
release asset, tagged on libvpx-m's merged main; no CN mirror yet), over
compat.libvpx 1.17.0 and compat.libwebm 1.0.0.32. Consumer
tests/mwrap/libvpx-webm: VP9 frames encoded through the typed controls,
muxed into a WebM with mkvmuxer (the same bytes twice), parsed back with
mkvparser and decoded within a PSNR; and the side header beside the import.
The installed-template check in validate.yml with its deployment contract
(the wrapper's LICENSE/NOTICE, libvpx's and libwebm's README, LICENSE,
PATENTS and AUTHORS, byte for byte in a relocated bundle), and the plan.
