Adds openkal-llvm-runtime 0.18.4 for all three package hosts and moves the openkal test member's musl-target edge to it. Both allocator arrangements select musl 0.27.3, propagating Linux 0.24.1 and image loader 0.4.3 through the runtime graph. The C++ runtime implementation is unchanged.

Source PR mcpplibs/openkal-llvm-runtime#61 passes all ten CI jobs, including native/cross execution and identical C++ images on Linux x86_64/aarch64, macOS and Windows.Local identity, mirror URL, duplicate-version and xpkg parser checks pass. mcpp test -p openkal --target x86_64-linux-musl --toolchain llvm@23.1.3resolves runtime 0.18.4 and musl 0.27.3 from this index and passes its smoke program. All applicable PR checks remain required before merge.Tracks mcpp-community/mcpp#885 (security review). Published older entries remain unchanged.
