Adds openkal-platform 0.23.3 for all three package hosts. Both image and hosted arrangements select Linux 0.24.1, musl 0.27.3, llvm-runtime 0.18.4 and image 0.4.3. Linux requires Landlock ABI 3 before reporting read-only confinement support; the native runner is built with the same corrected backend. The package still requires mcpp >=2026.11.3.1.

The GitHub tag archive and downloaded GitCode mirror have SHA256 83968cd52726dc30522a55779c48db584ca24a986eadac18e655813da6625422 (18,575 bytes). Archive identity, the complete version table, matching image/hosted layers, carrier and all tools are verified. Every prerequisite is released, mirrored and publicly indexed after its full producer CI. The runtime public index at commit 24b40f77443511401916368eac0a07aa903af317 is verified from both archive hosts.

Local syntax, identity, duplicate-version, mirror-URL and xpkg parsing checks pass. Source platform tests execute the x86_64 image and build the aarch64 image, explicitly not run on an x86_64 host. A real mcpp test -p openkal-platform --platform openkal-platform@0.23.3 --toolchain llvm@23.1.3 resolves this index entry and the public released libraries, then passes the hosted exception/std/arguments program in 17.44 seconds. The persistent hosted test pin moves separately after mcpp 2026.11.3.1 is installable.

This follows the existing bootstrap exception in mcpp-community/mcpp#885 (T2–T4). Immutable tag 0.23.3 names platform PR #16 head 462f8877496bbdb3bdb3a9cdae445b98fc5b08e3. Platform indexing precedes os 0.2.9 and the mcpp candidate's final built-in group. The platform PR must still pass all four hosts before merge. Published old entries, tags and archive bytes remain unchanged.

The index candidate checks currently use mcpp 2026.11.2.1. Only failures solely at the package's >=2026.11.3.1 floor may use the documented bootstrap exception, after every failed job is inspected. All other applicable checks must pass.

Bootstrap failure audit: candidate run 41633163226 has exactly three failed jobs: Linux default 125907761994, Linux LLVM 125907762112 and macOS default 125907762217. All three complete logs were inspected. Each contains exactly the package-floor rejection requires mcpp >= 2026.11.3.1; this is mcpp 2026.11.2.1, followed by exit code 2; none reaches package compilation. No additional error is present. These three jobs fall within the issue's existing bootstrap exception. Every other applicable check must pass before merge; the platform PR's own full four-host gate remains required.
