Use the installed mcpp 2026.11.3.1 release for index validation and OpenKAL compatibility jobs, and exercise the hosted platform member on openkal-platform 0.23.3. The published compiler, mirrors and ordinary installation index have been verified.
The global client floor, the historical runtime 0.15.2 compatibility baseline and LLVM 22.1.8 remain unchanged. Workflow YAML and measurement pins parse, and the new public source group has already passed its producer and compiler qualification.
Continues mcpp-community/mcpp#885.
