Update CI workflow to include 'weswigham/*' branches - #64874

I want CI triggering on my stacked PRs which use this branchname pattern, even when they're currently unstacked because I can only stack one in a tree at a time.

I want CI triggering on my stacked PRs which use this branchname pattern, even when they're currently unstacked because I can only stack one in a tree at a time.
Otherwise, PRs which lose the "stacked" web UI state stop running CI on push (since their target branch - the base of the stack - doesn't have CI on), which makes ensuring they stay up to date (and correct) annoying.
