Adds the CLI base flow (mint deploy --base, --push, claim last) from the new agent setup guide to the agent skill's new-site workflow and CLI reference. No mint-instructions topic covers bases, so none changed.

Based on Add an agent setup guide at /setup. Checked open and recent mintlify[bot] PRs, including Autopilot's code-driven ones; none cover this.

Overview
Documents Mintlify bases (private team knowledge bases) in the agent skill so coding agents can onboard users without a public docs site.

Both SKILL.md and the synced root skill.md gain a New base branch under the new-site workflow: provision with mint deploy --base --subdomain, clone starter content, publish via mint deploy --base --push instead of git push, and claim last because claimed bases stop accepting CLI pushes. Unclaimed bases still expire after 24 hours; post-claim editing moves to the Mintlify editor.

reference/cli.md extends the mint deploy entry with the same --base / --push behavior and flag rules (--push requires --base, incompatible with --email and --github).
