feat(mcp): turn single lint rules off with lint.rules - #440
This takes over #439 by @Kaap10 so it can merge: the same two commits, brought up to date with main, plus one fix. Part of #372.
It adds a lint.rules option. { "lint": { "rules": { "img-missing-alt": false } } } turns that rule off. A rule left out, or set to true, stays on.
A rule set to false is left out of:
the panel's lint findings
the Audit tab and the audit tool
the agent tools scan-templates, scan-pipe-usage, explain-pipe, lint-routes, lint-forms and analog-lint
the CI export, pangular lint, which now reads pangular.config.json
A lint.rules value of the wrong type is reported like other config problems. The Dashboard's Configuration block lists the rules that are off under Lint rules off.
explain-pipe. It still listed findings for rules turned off. It now passes the rules through, with a test that fails without the fix.
Docs. The configuration page now names every place the setting applies, including the Audit tab and the audit tool. The earlier text said pangular audit, which is not a command. It also says where the rule names come from.
extension/ui. Rebuilt, because the panel bundles config.ts.
How it was verified
pnpm commit:check
pnpm format:check
pnpm typecheck (includes the ngc template checks)
pnpm test:devtools (3,645 tests) and pnpm test:panel (848 tests)
pnpm skills:check (.claude/ did not change)
Docs in apps/docs updated and pnpm docs:build passes
explain-pipe listed lint findings for every rule, so a rule turned off in lint.rules still showed there. The docs now name every place the setting applies and where the rule names come from.

Walkthrough
Lint configuration now supports per-rule boolean switches. Rules set to false are filtered from supported devtools lint results, audit findings, agent tools, and pangular lint exports. Configuration resolution, validation, summaries, documentation, and tests cover these settings.

Summary
Configuration contract and documentation packages/devtools/src/config.ts, packages/devtools/src/__tests__/config.test.ts, apps/docs/src/content/getting-started/*
PangularConfig supports lint.rules. Resolution retains boolean rule entries, validation reports malformed values, and summaries list disabled rules. Tests and documentation cover the defaults and behavior.
Rule filtering in lint engines packages/devtools/src/rpc/{template-lint,pipe-lint,forms-lint,forms-explain,router-config-tools,analog-scan,analog-tools}.ts, packages/devtools/src/rpc/__tests__/*lint.test.ts, packages/devtools/src/rpc/__tests__/pipe-explain.test.ts
Lint functions accept rule settings and omit findings only when the matching rule is explicitly false. Tests check default results and disabled-rule behavior.
Devtools and audit wiring packages/devtools/src/devframe.ts, packages/devtools/src/rpc/{audit-findings,audit-register,analog-register}.ts, packages/devtools/src/__tests__/audit-tools.test.ts, extension/ui/index.html, extension/ui/assets/browser-agent-rpc-*.js
Devframe passes configured rules to lint tools and registrations. Audit forwards the settings to router and forms checks, and Analog registration passes them to its RPC and tool paths. The UI references the updated bundle.
The CLI loads configuration for the selected project root and passes it to source linting. Template, pipe, and Analog exports receive resolved rule settings. Tests cover explicit options and configuration-based filtering.
SARIF exports now correctly reflect the configured disabled lint rules, with no verified merge-blocking risk remaining.

Workers Builds: angular-devtools fails here the same way it fails on main (#431). The Cloudflare project's build setup is the problem, not this change, and this PR doesn't touch it. There is no fix for it yet, and a re-run can only be started from the Cloudflare dashboard.
Exclude disabled template rules from the SARIF rule list.
When lint.rules['img-missing-alt'] is false, runSourceLints removes its findings. toSarif still adds templates/img-missing-alt to tool.driver.rules with a default severity. The pangular lint --format sarif export therefore still lists a disabled rule. Carry the selected rules into SARIF generation and omit disabled template rules from this list. The PR objective requires disabled rules to be excluded from the CI export.
