Promote Develop: Render CodeRabbit's Pause and Follow .editorconfig for New Files - #3904
Render CodeRabbit's Pause Setting and Follow .editorconfig for New Files #3903 renders CodeRabbit's auto_pause_after_reviewed_commits: 0 into each repository's .coderabbit.yaml and checks it. A repository's file replaces CodeRabbit's central and UI settings, so the default pause after five reviewed commits applied otherwise. A new rendered file takes CRLF where its .editorconfig asks for it, and owned keys compare by value and type.
The fleet's step 4 of the review cutover (#3877) waits on this release: each repository's rendered files are re-rendered with it before their pull requests open.
…les (#3903)
Fixes two gaps in the agent policy renderer that step 4 of the review
cutover (#3877) found before any fleet repository received its rendered
files.
## Why
- **CodeRabbit's pause.** A repository's `.coderabbit.yaml` replaces
CodeRabbit's central and UI settings unless it sets `inheritance: true`.
The rendered file set only `auto_review.enabled` and `base_branches`, so
each repository that received one fell back to CodeRabbit's default
pause after five reviewed commits. That conflicts with the policy's
per-push rounds, and is why the hub's own file sets the pause to `0`.
The renderer now sets and checks
`reviews.auto_review.auto_pause_after_reviewed_commits: 0`.
- **Line endings of a new file.** A new file was always written LF. Two
fleet repositories ask for CRLF in `.editorconfig` and run
editorconfig-checker in CI, so their rendered files would have failed
it. A new file now takes the `end_of_line` its `.editorconfig` files
set, through the EditorConfig core library. An existing file keeps its
own endings, as before.
- **Typed comparison.** A strict review round found that YAML `false`
compared equal to a pause of `0`, `1` to `enabled: true`, and TOML `0`
to `disable_auto_feedback = false`. So `check` passed, or `write` never
repaired, a value the bot reads differently. All of these keys now
compare by value and type through one helper.
## Changes
- `scripts/agent_policy.py`: the pause key in `facts`, `plan_yaml` and
`judge_yaml`; `wants_crlf` and `keep_endings` for new-file endings;
`exactly` for the typed comparisons in both planners and both judges.
`editorconfig` joins the inline dependencies, imported only on the
`write` path.
- `tests/test_agent_policy.py`: cases for the pause, the editorconfig
endings, the typed comparisons, and the standard-library guard. Each
test checkout declares `root = true` so a parent `.editorconfig` cannot
leak in.
- `tests/requirements.txt` and the mypy override gain `editorconfig`.
- `scripts/README.md`, `repo-config/README.md` and
`docs/pr-reviewer-reference.md` state the new behavior.
## Verification
- The Windows unit job's one failure was a test fixture written in text
mode, CRLF on Windows, where the test meant LF. It now writes its bytes
exactly.
- Full unit suite: 3599 tests OK on the round-one commit. The agent
policy consumers' modules (794 tests) pass on the head.
- ruff, ruff format, mypy and the prose gate are clean.
- `agent_policy.py write --dry-run` against this repository reports all
three files `unchanged`.
- Three local strict review passes are recorded. The first two raised
six and two findings, all fixed or disposed of below.
## Local Review Findings Not Fixed
- **introduced, declined under `GOVERNANCE.md` "Trust Boundaries and
Hardening Effort":** `plan_yaml` appends the pause after `auto_review`'s
last item. Where an existing `.coderabbit.yaml` lacks the pause and has
a comment between that item and the next key under `reviews`, ruamel
holds the comment on that item, so the new key lands below a comment
meant for the next key. The input is a trusted file, and the case needs
a hand-written file in that shape: every file this renderer writes
carries the key, and the hub's own does. The failure moves a comment and
changes no behavior, so it earns no new comment-moving code. Copilot
raised it too. A helper that moved the comment was tried and removed,
since its review found it crashed `write` on an emptied list. The
maintainer agreed to decline.
- **pre-existing, recorded:** line-ending detection exists three ways:
`build_dist.py` refuses a mixed file, `carry.py` reads the first
terminated line, and this module treats any CRLF as CRLF. This change
moved the check rather than writing it.
- **declined:** the `try/except` around `editorconfig.get_properties`
was raised as over-hardening. It keeps the module's refusal contract,
exit `1` with a one-line reason, the same as its YAML and TOML refusals.

The agent policy script now derives and checks CodeRabbit’s zero pause setting, compares boolean and integer settings by type and value, and selects line endings using existing file contents or EditorConfig. Tests and documentation cover these changes.

Summary
Derive settings and plan configuration scripts/agent_policy.py, tests/test_agent_policy.py, docs/pr-reviewer-reference.md, repo-config/README.md
The derived CodeRabbit settings include auto_pause_after_reviewed_commits: 0. YAML and TOML planning now distinguish booleans from integers. Tests cover settings updates and preservation of existing YAML keys.
Select and preserve line endings scripts/agent_policy.py, tests/test_agent_policy.py, tests/requirements.txt, pyproject.toml, scripts/README.md
Existing files retain their detected line endings. New files use applicable EditorConfig settings. Tests cover both cases, and the test requirements include EditorConfig.
The checker validates the pause setting and its integer type. Tests cover missing, nonzero, and boolean values. Documentation describes the configuration comparison.

What changed in this PR
This pull request updates the agent-policy renderer to explicitly disable CodeRabbit review pauses, honor .editorconfig line endings for new files, and compare owned configuration values by type.
Changes:
Renders and validates auto_pause_after_reviewed_commits: 0.
Preserves existing line endings and derives new-file endings from .editorconfig.
Adds typed comparisons, tests, dependency metadata, and documentation.
Review finding: The anchoring test fixture should include the new pause setting so regressions in base_branches cannot be masked by the pause assertion.
