Pull Request Description

What

Import non-excluded CycloneDX components from Maturin-generated wheel SBOMs into Fromager's canonical SPDX document. Relate bundled components to the wheel with CONTAINS, normalize local PURLs, and preserve the original CycloneDX files.

Why

Maturin generates an SBOM for crates bundled in a Python wheel. These components should be represented in Fromager's SBOM as well.

Closes: #965

Import non-excluded CycloneDX components from Maturin-generated wheel
SBOMs into Fromager's canonical SPDX document. Relate bundled components
to the wheel with CONTAINS, normalize local PURLs, and preserve the
original CycloneDX files.

📝 Walkthrough

Fromager now merges Maturin-generated CycloneDX components into its canonical SPDX 2.3 wheel SBOM. The merge imports nested components, filters excluded components, cleans PURLs, deduplicates packages, and adds checksums, licenses, and CONTAINS relationships. Wheel processing preserves native SBOM files. Documentation and tests cover the merge behavior.

Priority: ➖ Normal

Estimated code review effort: 4 (Complex) | ~45 minutes

Merge Risk: ⚪ Minimal · up to 51753

The change merges Maturin CycloneDX components into the wheel SBOM, and no merge-blocking risk is evident from the supplied review context.

Security architecture risk: 🔵 Low · up to e680d

Risk is concentrated in SBOM identity and declaration accuracy. Imported metadata can affect generated provenance records, and compound license expressions can change meaning during conversion. Exposure is limited to processed wheels with SBOM generation enabled; downstream enforcement effects are not established.

Retained concerns

  • Medium · security · inferred: General PURL deduplication indexes generated wheel and upstream packages as well as imported components. A wheel-supplied component matching a generated package PURL can therefore add asserted checksums or licenses to that package; an upstream match also receives wheel CONTAINS. The stricter Python-root name and version checks do not govern this branch. This can conflate imported assertions with generated provenance, although downstream security-policy impact is not demonstrated.
  • Low · architecture · inferred: Accepted compound license expressions are joined with an unparenthesized AND. Combining “MIT OR Apache-2.0” with “GPL-3.0-only” yields “MIT OR Apache-2.0 AND GPL-3.0-only”, rather than preserving the intended conjunction of both expressions. The canonical licenseDeclared field can consequently express weaker requirements despite syntactic validation.
Security review details

Security Blast Radius

  • inferred — A producer able to supply SBOM content in an accepted source-built wheel can influence that wheel's canonical SPDX package assertions. Copies and downstream readers can inherit those assertions. The inspected path establishes per-wheel metadata exposure, not additional tenant, service, credential, or infrastructure authority.

Security Findings and Attack Paths

  • inferred — An input producer can place a component with a generated package's PURL in a CycloneDX components list. The general reuse branch can merge its asserted hashes or license into the generated package and add upstream containment. This import route is new relative to the base; actual bypass of a downstream admission or vulnerability policy remains unverified.

Trust Boundaries and Controls

  • observed — The merge accepts wheel-local JSON identified by bomFormat as CycloneDX and applies field-level conversion controls. These controls support formatting and root identity, but do not authenticate input producers or independently verify imported hashes. Original documents remain available alongside the canonical output.

Resilience and Maintainability Implications

  • inferred — Ordinary merge or serialization exceptions occur inside temporary extraction before packing and before original-wheel deletion, limiting partial publication through this new step. The normal caller regenerates SPDX on each invocation. Cross-invocation no-PURL identity reuse is incomplete, but no production caller was shown remerging the same document. Atomic packing, interruption recovery, and concurrent final-output ownership remain unestablished and are not shown to be newly weakened.

Hardening Proposals

  • proposed — Distinguish imported assertions from reserved generated provenance packages, define how conflicting checksum claims are handled, and preserve expression grouping when combining declared licenses. These would strengthen canonical metadata integrity without implying that imported SBOMs are independently attested.

Full details: Linked Issues check

Explanation

Issue #965 asks Fromager to track vendored Rust crates from Maturin SBOMs. At the reviewed head, add_extra_metadata_to_wheels calls merge_cyclonedx_sboms for wheel SBOMs. The supplied PR evidence shows that the merge imports non-excluded and nested components, creates CONTAINS relationships, normalizes local PURLs, and preserves the source CycloneDX files. The tests cover component import and wheel processing. Issue #965 gives no additional coding requirement for setuptools-rust.

Full details: Out of Scope Changes check

Explanation

The changed implementation directly supports Maturin SBOM merging. The tests validate the merge behavior and SPDX output. The documentation describes the new wheel SBOM behavior. The supplied PR evidence shows no unrelated change.

Why is this necessary? AFAIK the Atlas tool can deal with Maturin's SBOMs. That's how William found out that one of our images was shipping uv with rustls.

@tiran It's a lot easier to look at one comprehensive SBOM of all components than have to learn how to parse the output of each individual build tool that may produce one. Fromager itself is a build tool so I find it acceptable that it would be within its scope to provide a unified view into the components of a wheel that it builds, by understanding the format of individual SBOMs that may already placed within a wheel by the tools it calls during the build process.

Down the line, we could even provide more information in Fromager's SBOM if maturin (or other build tools) happen to lack a certain feature to add more information into an SBOM or make it more accurate.

I would also be surprised if Atlas processed maturin-generated SBOMs. Do you have a link to one?

I would also be surprised if Atlas processed maturin-generated SBOMs. Do you have a link to one?

Here is actually an example of an external SBOM (not generated by Fromager) trying to be uploaded to Atlas and failing (line 293): https://konflux-ui.apps.kflux-prd-rh03.nnv1.p1.openshiftapps.com/ns/rhtap-releng-tenant/applications/calunga-v2-index-main/pipelineruns/managed-zx8qm/logs?task=upload-sboms-to-atlas

I think this further underlines the need for us to have one SBOMs that has a common format for SBOM data instead of forcing downstream tools to recognize many different files/formats.

Drop the SHA3-224 hash mapping (not an SPDX 2.3 algorithm), validate
license expressions with the SPDX licensing parser, and skip
non-hexadecimal checksum content so merged CycloneDX components cannot
produce an invalid canonical SBOM.

Parenthesize CycloneDX license expressions containing OR before joining
them with AND: SPDX gives AND higher precedence than OR, so combining
"MIT OR Apache-2.0" with "BSD-3-Clause" previously produced
"MIT OR Apache-2.0 AND BSD-3-Clause", which weakens the declaration.
Also use a .test host for the repository_url test fixture per the
coding guidelines.

On the retained PURL deduplication concern from the architecture review: declining.

The CycloneDX documents being merged are produced by build tooling that fromager itself invokes, inside fromager's temporary extraction directory before repacking. Anything in a position to plant a component with a forged PURL in those files has, by definition, already executed arbitrary code during the build and could alter the wheel or any other build output directly. Fromager's SBOM reports what the build produced; it is not an attestation of independently verified provenance.

The merge also never overwrites generated metadata: licenseDeclared is only set when absent, and imported checksums are appended alongside existing ones, never replacing them. The original tool SBOMs remain next to fromager.spdx.json for the unmerged view.

The check in _is_python_wheel_root compares the CycloneDX root to the name and versionInfo values of the SPDXRef-wheel entry. These values include the purl.name and purl.version overrides, but Maturin reports the real package name and the version that the build produced. When an override is set, the root does not match the wheel, so it is imported as a separate package with a CONTAINS relationship from the wheel. In effect, the SBOM says that the wheel contains itself.

I reproduced this on this branch (1f66212). I used generate_sbom() and then merge_cyclonedx_sboms() with a minimal CycloneDX file. The root of the file is pkg:pypi/test-pkg@0.5.5, and the file has one component, pkg:cargo/serde@1.0.0. The package settings contain this:

purl:
  version: "0.5.5+local.1"

The result:

pkg SPDXRef-wheel pkg:pypi/test-pkg@0.5.5%2Blocal.1
pkg SPDXRef-upstream pkg:pypi/test-pkg@0.5.5%2Blocal.1
pkg SPDXRef-cyclonedx-29928418d8fd794233f6 pkg:pypi/test-pkg@0.5.5 <- Maturin root, not matched
pkg SPDXRef-cyclonedx-16065fc9622da18cd84f pkg:cargo/serde@1.0.0
rel SPDXRef-wheel CONTAINS SPDXRef-cyclonedx-29928418d8fd794233f6
rel SPDXRef-wheel CONTAINS SPDXRef-cyclonedx-16065fc9622da18cd84f

purl.name: "test-pkg-corp" gives the same result. Without overrides, the root is correctly matched to SPDXRef-wheel. (The upstream entry with the local version is a different problem, #1376, which #1377 fixes.)

The fix for #1375 can also cause this problem. If the wheel entry gets the version from the wheel file name, for example a local version that a patch added, the version must agree with the Maturin root exactly.

Suggestion: compare the root to the real package identity instead of the SPDX entry, for example the canonical requirement name and the wheel version from the wheel file name or from METADATA. Then purl overrides do not affect the match. Please add a test with a purl.name or purl.version override.

`_is_python_wheel_root()` compared the CycloneDX root to the name and
`versionInfo` of the SPDX wheel entry, which carry `purl.name` and
`purl.version` overrides. Build tools report the real package identity,
so with an override set the root no longer matched, was imported as a
separate package, and the SBOM said the wheel contains itself. Pass the
requirement name and the wheel file name version to
`merge_cyclonedx_sboms()` and compare the root against those instead.
Add a regression test with a `purl.version` override.

Fixed in 517535d. merge_cyclonedx_sboms() now receives the requirement name and the wheel file name version from add_extra_metadata_to_wheels(), and _is_python_wheel_root() compares the CycloneDX root against that real identity instead of the SPDXRef-wheel entry, so purl.name and purl.version overrides no longer affect the match. Added a regression test with a purl.version override, test_merge_cyclonedx_sboms_maps_python_root_with_purl_version_override, which verifies the root maps to SPDXRef-wheel and that the wheel does not contain itself.

Using the wheel file name version rather than the resolved version also keeps the match correct for #1375-style local versions, since the build tool reports the version it actually built.
