This builds on @srittau’s PR to drop Python 3.9 support. Python 3.10 becomes the minimum supported version.

CI tests both an early patch release and the latest patch of each supported CPython minor because typing has changed between patch releases. This adds coverage for 3.14.0, 3.15.0, and the latest 3.15 patch.

The pinned releases from 3.10.4 through 3.14.0 use ubuntu-24.04 because setup-python lacks Ubuntu 26.04 builds for them. The other test jobs use ubuntu-latest.

Fixes #813

Raise the minimum supported Python version to 3.10. Run early CPython patch releases on Ubuntu 24.04 when setup-python lacks builds for newer runners, and check for the latest available patch in each supported minor. Cover both early and current releases of Python 3.14 and 3.15.

3.14.0, 3.15 and 3.15.0 are all new here; all the other entries in the matrix are the same (except that 3.9 is also removed)

The differing CI runners is a good idea!

I also looked into whether we could use Python-build-standalone instead of setup-python (which we've also explored before IIRC), but it gets annoyingly complicated due to the fact we run CPython's tests in CI to make sure that typing_extensions doesn't break the typing module with its monkeypatching. PBS builds strip the Lib/test module from their builds, the same as conda builds and a lot of distro builds — codex came up with a finicky technique for downloading the CPython test suite from other sources after Python had been installed using PBS, but it didn't seem worth it compared to this approach. We could also ask PBS to start bundling the test suite (it's an Astral project, after all), but the vast majority of users really don't need it in their builds; we have very particular needs in this repo.
