feat: add getFormattedSelection to keep the caret after formatting - #825
Adds getFormattedSelection(originStr, selection, targetStr), a pure function that returns where a selection should be after the text of an input is formatted.
This is the first step discussed in react-component/input#206: Input will use it for a new formatter prop, and rc-input-number can use it in its useCursor hook instead of its own logic.
Each edge of the selection is placed by the first rule that applies:
after the same text that was before it;
before the same text that was after it;
after the character that was before it, searched from its previous position (for example, 9$ formatted as $ 9);
at the end of the new text.
These are the same rules as useCursor in rc-input-number, so it can switch to this function without changing where the caret goes. The function also handles a selection range, clamps offsets outside the original text and never returns an end before the start.

The change is mergeable with a bounded testing follow-up: add a case where formatting moves the caret earlier. The fallback-search boundary now has targeted coverage.

在 `follows the character before the caret when both sides change` 附近新增一个
