10.0.0 is tagged v10.0.0 (9.x used release-vX.Y.Z), has no free-threaded-support option to patch, moves to Cython 3 (so every interpreter builds) and compiles two more extension modules. Resolve the tag, make the patch directory optional, install the checkout's own build-system.requires (capping numpy only for a Cython<3 release) and expect the right extension set per release.
Upstream's 10.0.0 pyproject.toml no longer carries the free-threaded-support option the patch comments out, so it does not apply and is not needed.
