Summary

This pull request lets maintainers and the team hear about each Slack CLI release in Slack, without anyone posting it by hand, matching what our other slackapi projects already do.

• A release: published trigger on the release workflow runs a new notify job that sends the release link and version to the release announcements webhook.
• The existing rc job skips release events, and pre-releases (dev-build and feature tags) don't post.

Testing

• Not run yet: the first real check is publishing the next release from the GitHub Releases page and confirming one post arrives with the release link.
• Confirmed SLACK_RELEASE_ANNOUNCEMENTS_WEBHOOK_URL is available to this repo as an organization secret.

Notes

• The post goes out when the release is published, a few minutes before CircleCI finishes uploading the binaries to it.
