Summary

This pull request requests a review from slackapi/slack-cli-team on the release candidate pull request that the release workflow opens. Follows up on #593.

• The release pull request only changes files in docs/, so CODEOWNERS routes it to slackapi/developer-education and the CLI team is never requested.
• Adds --reviewer "slackapi/slack-cli-team" to gh pr create when a new release pull request is opened.
• Updates to an existing release pull request on later pushes to main don't request again, so the team isn't pinged on every merge.

Testing

• After chore: release slack-cli v4.12.0 #716 merges, confirm the next release candidate pull request lists slackapi/slack-cli-team as a requested reviewer.

Notes

• Since gh pr create: login-based reviewer requests and search-based interactive selection cli/cli#12627, gh pr create on github.com requests team reviewers by slug with requestReviewsByLogin, so the releaser app doesn't need an organization members permission to look up team IDs. The ubuntu-latest runner ships gh 2.102.0 and the releaser app already has pull_requests: write.
• chore: release slack-cli v4.12.0 #716 was opened before this change, so it won't pick up the reviewer.
