[Type 1] Add Recycle Bin Methods #1896

Summary

Add support for the Recycle Bin methods (list, get, restore, delete)

Description

When deleting a workbook it is keep in the Recycle Bin. I would like to remove them also from there, because uploading a workbook at a later point with the same name will result in a different URL (a number is appended).

Besides this, I think it can be useful to mange the recycle bin through the API.
