Scope
Add provider-neutral binary object storage through UserContext and an optional S3 adapter. The runtime-owned example exercises content, metadata, bounded reads, conditional create, temporary read URLs and safe diagnostics. The Example Gate starts a dedicated digest-pinned RustFS fixture.
Verification
The previously qualified storage implementation passed the 37-node seven-runtime P0 fixed-source gate and a 37/37 resume. This PR also adds the CI S3 fixture and makes the pre-existing asynchronous telemetry queue test wait for bounded exporter completion; that test passed five local repetitions. GitHub CI is the integration gate. The raw prior gate evidence remains on a local conformance feature branch.
No public release or generator adoption is claimed. Tracking: teaql/teaql-conformance#122.
