Brings in the 13 upstream commits since 7024fd0 (2026-10-12): kmscon by default (#917), release-upgrader removal (#919), usr-verity-sig SplitName (#926), fixed-length genkey serial (#928), PPA tools tree (#929), /var/run and var.conf fixes (#925, #930, #933), dpkg database on clients (#931), virt extension update (#920) and driver-directory initrd modules (#921, #935). Conflicts: - sysusers.d/00-session.conf: keep ours (speech-dispatcher already in /run; dbus.conf owns messagebus). - tmpfiles.d/var.conf: take upstream's deletion so systemd's var.conf is no longer shadowed; our /run/speech-dispatcher entry moves to mseries-var.conf. Records the new pin in UPSTREAM-PINS.md, the 2026-10-31 upstream audit and a handoff entry. Not built or booted.
