Adds explicit OpenAI Responses selection with streaming, tool continuation and persisted reasoning replay. Fixes gateway rate-limit classification and preserves history when automatic compaction is cancelled; Responses shares the integrated retry-delay policy. Includes the v1.0.1 release notes.
Validation: Windows full suite (6223 executed, 9 skipped, 0 failures); pnpm test/build; strict layer, ownership, size, doc-path, include and map checks; OpenSpec and diff checks. Existing browser verification covers eight model-editor interactions. Paid inference remains unverified.
OpenSpec: openspec/changes/add-openai-responses-protocol. Release audit: 46 worktrees; recent Agent Office branch already included; nine retained migration refs unchanged.
