Describe the bug

on soar flows shell node inspector command templates must be scoped to the selected platform

Regression Issue

• Select this option if this issue appears to be a regression.

Expected Behavior

templates are scoped by the selected platform

Current Behavior

all templates are linux commands

Reproduction Steps

• go to soar flows
• create/edit a flow
• add a shell node
• open templates dropdown
• select one
• change targer platforx (ex limux-> windows)
• select one template
