Adds CookiePyStarter to the Project Scaffolding section, next to cookiecutter.

It is a modern Python cookiecutter template: uv for dependency management, src layout, ruff lint + format, mypy --strict, pytest with coverage, pre-commit, GitHub Actions CI, and optional Docker / mkdocs-material. The post-generation hook verifies the rendered project passes every check (ruff, ruff format, mypy, pytest) before it finishes, so generated projects start green.

@mramitdas Thanks for the PR. Closing because it doesn't meet the admission bar in CONTRIBUTING.md: Project Scaffolding lists template tools like cookiecutter and copier, not individual templates, and the list only includes the obvious choices for each use case.
