Changes

• Bump the package version to 0.4.0.
• Update the README install pin and release link.
• Add release notes covering merged Unify device video on authenticated H.264 #28, Make native attachment ownership and cleanup explicit #29, and Make desktop connection recovery and session cleanup explicit #30.
• No dependency or runtime code changes.

Verification

• release:check passes for 0.4.0 on Node 24.13.0.
• 296 tests pass, one existing Bun-only skip.
• Installed-package server and GUI loading pass; all implementation PRs already passed Linux CI.

After this PR passes CI and merges, the existing Release workflow will validate main again and publish v0.4.0 with its package archive.
