bench docs: name the script that refreshes the cache - #211

vortex-data/vortex#11192 moved the cache revalidate out of scripts/post-ingest.py into scripts/refresh-bench-site.py, which a reusable workflow runs once per CI run. Update the contract, the architecture docs, the secrets runbook, and two code comments to name the new caller and describe when it runs and how it handles failure. No behaviour changes. scripts/post-ingest.py. The monorepo now sends it fromscripts/refresh-bench-site.py. A reusable workflow runs that script once per CI run, after the ingest jobs finish.The bench docs and two code comments still said that
post-ingest.pysends the revalidate. This PR corrects them.CONTRACT.mdnames the new script. It also tells when the script runs, how it retries, and what a failure does.This PR changes Markdown and comments only. It does not change code behaviour.
