Change summary

What (what changed): Shorten the bilingual recall-pilot registry row and route protocol/lifecycle detail to its existing design owner.

Why (why it changed / what problem it addresses): Main CI 39391502144 failed after #98 merged on top of #97: the English register was 15,210 bytes against the unchanged 15,000-byte ceiling. Each feature branch passed independently. The inspected preview 7b44f90 still had parents d94cb7e + 29079b4; the actual merge 83fdbe2 used 59ca76e + 29079b4.

Changes (key changes, by file or module):

  • Only two summary rows change: feature-register.md and feature-register.zh-CN.md. English is now 14,883 bytes; Chinese is 9,945 bytes.
  • Gate, default, user-turn retention, shared seed/learned pool, evidence limits and contract ownership remain unchanged. The existing contract retains RPC/lifecycle details. No limit, verifier or runtime code changes.

Not verified

Not verified (what was not verified):

  • The documentation route runs docs:check and glossary:check; it does not rerun product tests. Full verify:static passed separately on the corrected integrated tree.
  • Linux PR CI is pending. No deployment, shared daemon restart, default/configuration change or paid workload.

Completion checklist

Local quality checks

  • npm run verify:static passed (including build, package closure, type checks, mutation anchors, lock check, lint, format, docs, context, complexity, subpackage builds, glossary, policy words and RTM).
  • Changed-route agent:verify passed before commit and with --require-clean after commit.
  • No dependencies/lockfiles changed; check:lock passed.
  • No subpackage source changed; verify:packages passed in the static lane.
  • docs:check reproduced the original failure on pristine main, then passed after the fix: 731 files, 365 document groups, 0 errors/warnings.
  • Not verified is explicit; this is a behavior-free summary edit, not a new design decision.
  • No new code methods; complexity:gate passed.
  • No reproducible build artifacts committed; only the two owned Markdown files.

RCP (Repository Control Plane)

  • Registered before editing: repo-development#1792484147202_000676. Resolve after the repair lands.
  • Clean receipt: .nmg/verification/main-feature-register-budget-20261020/clean.json, runId c32d6f9e-0d1a-41aa-9ff2-23b9e3db775c, head a09074e, dirty []. Checks: docs:check and glossary:check.
  • Confirm CI through nmg-rcp forge-status --pr .
  • Scoped staging and isolated worktree; no other Agent files included.

CI completion confirmation

  • All checks passed is SUCCESS.
  • CodeFactor passes.
  • Static and package contracts passes (including dependency audit).

Main 83fdbe2 combines the recall-pool and board-event PRs, growing the English feature register to 15,210 UTF-8 bytes and failing docs:check. Both feature branches passed separately; GitHub's pre-merge preview still used d94cb7e rather than the then-current 59ca76e base.

Shorten only the bilingual recall-pilot index row and link protocol/lifecycle detail to its existing owner. Keep the 15,000-byte gate unchanged; the integrated English file is now 14,883 bytes.

Verification: reproduced docs:check exit 1 on pristine main; the same check now passes (731 files, 365 document groups, zero errors/warnings). Documentation-route agent:verify and the entire verify:static task passed. No product runtime or policy changes.
