Covers the plugins without an open Plugin Check PR. #837–#840 make the same changes for wpgraphql-logging, hwp-previews, wpgraphql-debug-extensions, and wpgraphql-webhooks. One commit per fix:

  • hwp-documents "Tested up to" 7.0 → 6.9, in the header and readme.txt. The codeception matrix tests WordPress 6.7–6.9, so "Tested up to" now names the newest version the matrix runs.
  • hwp-documents license: readme.txt and composer.json said GPL-2.0, which reads as GPL-2.0-only. They now say GPL-2.0-or-later, matching the plugin header.
  • hwp-cli license: the header said MIT while composer.json said GPL-2.0-or-later. The header now matches and has a License URI, and the plugin ships the same GPL-2 LICENSE file the others use.
  • composer-packages.json: update_composer_package.sh wrote GPL-2.0 into every package entry. It now writes GPL-2.0-or-later, and the 35 existing entries are updated to match.

After this PR and #837–#840, every plugin's header, readme.txt, and composer.json say GPL-2.0-or-later, and every plugin says "Tested up to: 6.9".
