revert part of #4505 #4556
Description
After merging #4505 I realized that this change is technically not suitable for a patch release (since it completes a deprecation), and we want to issue a patch release soon. So rather than release off a branch that omits the changes in #4505, I'm going to open a PR that reverts the removal part of that PR, and just fixes the bug (that the verbosemodule couldn't be pickled.)

somehow I thought #4505 had already been merged, but since it hasn't this issue is kind of meaningless. closing!
